Yeah, you have to be in admin mode for both the program made for creating the map with, and the program you are compiling the map.

If you use Windows Vista, you have to run both MohRadiant or whatever program you use plus MBuilder, or whatever program you use, as Administrator. I have been searching around the internet, and no one has posted anything which helped me. So I tried building my map in MOHRadiant as administrator ...
