the server.cfg is used for settings, but i think (not 100% sure) it's possible to put scripting in there too. but you see here, it does executions of scripts like connectedhandler.scr, arrays.scr, ip2co.scr where the real coding/scipting takes place. so yes, if you found a package that comes with ...

Here's a guy from modtheater who wrote a script for server messages. he is an active member, you could shoot him a private message.

when a map is loaded, the main thread of the map's script is started.

if you add stuff in your script you put them in new threads, so first you have main: ........ end and after that my_thread: ........ end. you have to start these threads with "thread my_thread" after level ...

yeah just type "set incendiary_yolo 1" in console. if you're running it on a dedicated server use "rcon set ..."
when you are burning, you can explode yourself (self-destruct) by pressing "e". and it plays a funny sound effect, you can choose between incendiary_yolo_snd "allah" or incendiary_yolo ...

- there are 2 pk3's: choose the pk3 with 2 or 3 seconds grenade lifetime. 3 seconds is normal, 2 seconds more fun and better for close range.
- added cvar incendiary_teamkill: friendly fire addkills -1 for firestarter in team-based mode (0 off, 1 on, default is off)
- added cvar incendiary ...

oh that's on purpose, because you're not supposed to kill your teammates!
I'll turn it off by default and give you the option to turn it on.

actually i think most functions are stored in the dll's. over at x-null.net they have modified the gamex86.dll for their reborn 1.12 patch. maybe they can answer your question.

I assume you haven't found an answer yet so i'll give it a shot.. ;)
The reason these spawns don't work, is you have to use "angles" for values "x y z"-axis or "angle" for just the y-axis, which is the important one.
