holding Ctrl + Right Click will allow you to move the 3D camera up and down, or left and right, with mouse movements.

Put your mouse over the height bar and click ctrl+rmouse to raise or lower the camera.

<edit> i use a 2 button mouse setting in radiant even though i have a three. for a three button mouse setting click ctrl+Mmouse on the height bar.

C makes is move down
D makes it move up
Z makes it look down
A makes it look up

It's probably just a matter of taste... I use another view in radiant, in edit/preferences the 3rd from left, where u can see all three views, and the 3D-view as well.
Moving the camera by mouse is best imho, because it's faster than by keys.

Click the camera movement *) to mode 2 (eye-symbol with a 2) and

with mousepointer in the 3D-view
 x-move and z-rotate the cam by moving the mouse with right mouse button pressed (rmb)
 yz-move the cam by moving the mouse with Ctrl+rmb
 yz-rotate the cam by moving the mouse with Ctrl+Shift+rmb

with mousepointer in a 2D-view
 pan the view by moving the mouse with rmb
 zoom the view by mousewheel

*) in case above doesn't work, you might accidentally have pressed the 'm' key which will change the cam movement to the next mode.

I have a couple of tips too

In 2d view use middle mouse button to change your view to look at where you used the MMB

Use control + MMB to move the camera to where you clicked the MMB in the 2d view

If you tilt the camera up or down use the end key to center your view back to normal
