Try using two waypoints that target each other, place one slightly above the other. Then make the object you want to be floating, if its made of brushes make it a script_object. Set its target to one of the waypoints, the object should move up and down as if its hovering.

Whats it for ?

I want to make things float in/on water. Debris/barrells etc.
The waypoint idea was what I had in mind but I wondered if there was an alternative. However you mentioned making it a script object if i use brushes. Do you mean multiple? Or brush/arbitary sided?

Also, how do you change the speed at which the object moves between the waypoints?

An entity can contain any number of brushes. Just create the brushes first, select all of them and turn them into an entity, e.g. a script_object.

To change the speed, just set a speed key (units per second) or a time key, which defines the travel time in seconds.
