you can spawn things into a map by modifying the .scr
local.**weapon** = spawn models/weapons/**weapon.tik**
local.**weapon**.origin = ( **get cordinates from game - console command is coord )
local.**weapons**.angle = **direction the weapon will face**
local.**weapon** cnt 1 ( this just limits the spawn to 1 )

new update - New Flamethrower
Has a new flame model and a custom skin from Peacemaker.
The final version will soon be ready for release, just a few problems I'm having with it still.

Will it be in the weapons selection table?
you can spawn it in with the scr file, add it in with radiant, or you can replace an existing weapon in the menu with it. I would not recomend the last option due to allowing everyone the weapon will create terrible lag and may still crash servers.
There are still 2 main problems I'm trying to fix with the flame thrower:
1 - since it was based on the Bar - the flame starts above the barrel, just like the bullets are shot from above the barrel. (that's the reason you can shoot around a corner with your barrel in a wall - the bullet isn't spawned at the tip of the gun but rather about 16 units over the barrel above the trigger.
2 - I need to get the flame to incease in size. Since it is shooting out a model I've tried all types of min and max scale combos but nothing works.
If anyone has any ideas on a solution to these let me know
