Maybe your images is not the color depth that could make a 32bit tga: e.g. greyscale or indicated colours (don't know what it's called in English photoshop), because the source was a gif: Try to change the mode into RGB before saving. And: If there's no alpha channel (anything transparent) you won't need a tga, and could save it as jpeg aswell.
Don't forget: Then, you will still have to call it mypic.tga in the shader, although the file is named mypic.jpg

You are using Photoshop?
Your image has transparent (=invisible) parts. Do you see in these parts the checked background? This is possible if the visible parts are on a layer which is not the background, e.g. 'layer 1'. If so, delete the background layer. Now all parts of the remaining layers that should become invisible must be cleared, then you can see the mentioned checked background.
Now look at the titelbar. It should look similar to this one:

Most important is this 'RGB'!
'File'/'Save As' this image as a Targa Bitmap, and you ought to be asked what colour depth you like...

From JASC is Paintshop Pro, Photoshop comes from Adobe. There's a Paintshop Pro 8 Try & Buy, but whether that supports 32-bit Targa graphics, I dunno. Maybe ask at www.jasc.com
Else, I don'T know what to do: Photoshop is not free, and which shareware or freeware product would work, I don'T know either
Anyone else?

if you haven't done already, i would ask JASC whether PSP8's capable of doing these 32bit Targas, transparency and so on, before spending money? There's also a try n buy version! Shouldn't you check it out before buying it? Maybe an older version of Photoshop (like Version 6) wouldn't cost much more or even less and it would be perfect!? Maybe you should try at ebay?

Ok i have photo shop 8... the maximum bits i can save up to is 24 still
what the hell is going on??? where can i change this visual settings or something this is bs
i got mad and actualy used the help file... here is what it had to say...
Color Depth The number of colors that a pixel can display. Each pixel’s color information is stored in a certain number of computer bits—from 1 bit to 24 bits. In a 1-bit image, each pixel can display only one of two colors (black or white). In a 24-bit image, each pixel can display one of 16 million colors. Images with a color depth of 16 million colors look best because they contain the most colors, but they also require the most memory to store and edit. Not all computer monitors can display 16 million colors, so some file formats limit the number of supported colors. For example, GIF images, a popular format for the Web, contain up to 256 colors (8-bit depth).
Many of Paint Shop Pro’s effect and correction commands work on 16 million color images only. Therefore, its best to create most images using 16 million colors. When you have finished working on the image, you can decrease its color depth and save it in another format.
i have a Geforce 4... i think that can handle 32bit pictures hehe so wtf?

Too bad, PSP8 then isn't able to save 32bit Targa images! I'm very sorry that I gave you the tip too late to ask JASC whether it's capable
And the problem is NOT your graphics adapter or your monitor, or your visual settings, but PSP8 itself. Let's say e.g. notepad won't save text in another colour than black, no matter how your display settings are!
A 32bit Targa image contains a 24bit picture + 1 alpha channel (which is the 8bit rest). So your graphics adapter / monitor wouldn't need to display more than a 24bit image, so this is of no importance at all!
Maybe, you should email JASC, how they think you could realise a 32bit Targa image... They might suggest a solution?!
