Stupid Flags!!!

ok need some help on this - I'm putting in a few of those wonderful flags that look like they are blowing in the wind, only problem is the pain in the a$$ things won't work!!!! I've tried putting it on no-draw and caulk, I've tried just texturing one side/both sides/the whole damm thing, and nothing is working. Someone want to point out what I'm messing up here before this gives me more gray hair........

Yes try static -> flags
