whats the benchmark function under the misc menu do?

But it obviously should run a benchmark to let you test your map's average fps by making a fast 360? turn. Same as "timerefresh".

well i did my map and it said at the bottom "1.49 seconds"... whats that mean? how do i convert that to fps?

You can't. The editor doesn't take vis into account nor LOD changes. Moreover, the editor also draws caulk and clip brushes. This makes the benchmark feature pretty useless.
