ok i imported the allied_ranger_soldier.skd with mp44_crouch_hit_front.skc how do i add that animation to his list of animations? i want to save it as a new soldier, and i want to give him all these animations.

If you didn't change the animation then you don't need to save it . The animations can be used with all ai's . If you changed the model you just need to save the model I assume you used the bones and bone names from the one you copied .

the allied soldiers dont have most of the "mp44_crouch_*" animations, but all the germans do.

u can
1)replace an anim
2)edit the tikis i think in the new_generic_human.tik cause a test_x will load these anims. or u can customize ur own new_generic_human, with only these few anims.
