easy to make from the chairs already ingame
add two "rocking" brushes to it,
add an origin to it, between the centre of the front and back legs
give them all targetnames and make them one entity
create the movement in script
main
thread chair_move
end
chair_move:
$chair time 3
$chair rotateZup 10
$chair waitmove
$chair rotateZdown 10
$chair waitmove
end
hope this helps, prob not cos it's all foreign 2 me :-/

You could use
bind to attach an AI charcter in a sitting position. There's an intresting discussion about this command in the scripting section if you're unfamilar with it.

You could build one out of brushes, or check the static models.
