this is my shader.... can anyone tell me what is wrong with it?

Well first if you try to describe the problem that may help us determine if anything is wrong with your shader. But i will take a guess here and what you are experiencing is actually not a shader issue.

Do me a favor and go over these for me:

What is the file name of the tga? is it recon_pantsboots.tga? Are the paths correct in the shader? I notice yours are?

I think after seeing this one you need more sleep and less computer time.

In the tik file are you calling for the file name or the shader heading? Like in the Tik did you call for recon_pants or reconpantsboots?

If you check those to make sure it is correct outside of common spelling errors that should relieve 90% of skinning issues.
