Does anyone know how to change the charlist?

In English version, the charlist is made up by 26 letters and a few others. Guess if I want to add more letters, like Chinese, Japanese, Korean letters(which is more than 26 letters), is there some tools to make it? I saw MOHAA in other language edtion, it seems made by the same tool, anyone knows that tool? or is it from Q3A SDK?
