In Radiant, click Grid and then at the bottom, click Rotate 1 or just shift + 1 on your keyboard.
Then you can rotate it in 1 degree increments instead of 15 degree (default) increments.
Then you can line it up. (HINT: with the rail still selected, when you are finished rotating it, use ctrl + g to "snap" it to the grid to ensure that it is fully rendered after the compile.)

what I like to do it this . I look at how thick the rail is lets say 4 units . I look at the rail on the side view and line it up at the top where I want it to be then press E on the keyboard to go into edge edit mode . I drag the blue dot on the oposite bottom corner that I want to move down , down to where I want it at the bottom of the stairs , then I drag the other blue dot that was just above that one down as well positioning it 4 units above the first . Thats it perfect angle .

first make some poles for the railing like this:

then hit X and put 2 dots like in the second picture and hit enter:

then make another brush like this:

then hit X again and put 2 dots like this and hit enter:

then again put 2 dots like this and hit enter:

then it's finished and looks like this in radient:
