Whenever I've made ladders, they've all sounded fine. Have you tried a different metal texture. I have a metal ladder prefab I made that I can email it to you if you want. Just leave am email address and I will send.
The func_ladder brush should be one unit away form your fake ladder. If you do that the ladder will automattically use the right sound for the texture on the fake ladder.
