clip
To make it "look" like it is moving, a scrolling texture would work. But, to move players, you'll need to use large flat moving clip brushes or small round rotating clip brushes.

shader
To make a texture scroll you need to create a shader file. These files are in pak0 in the scripts folder. Find one that already scrolls, like the river texture, and use it as a guide to make your belt texture.

Shader bible
After you get working on it, this web site may help. In the "Shader Bible" you'll find a section that tells about "tcmod scroll" which is what makes a texture scroll. http://www.qeradiant.com/manual/
