German/Dutch/European thing..

two dots above an o, e, or a. changes the pronounceation of it, what i want to to know is how do i get them?

Depends on your regional/keyboard settings I think, I can type em with " and then letter.

There is an?ther way, if you g?t windows then g?:

start/programs/accessories/system tools/character map

Theres a load of diff characters you can copy and paste ♠

Its not only XP, I think its on all versions.

I think that al windows have it, i am sure that win98, winMe .... have it.
But you must add it during install. So, many computers with pre-installed windows don't have it.
On my keyboard it is "alt" + '(under the F9, next to 0) and then the letter . ???
