References to development of Plugins

I see some plugins (stairs and another things).
In many situations, the use of plugins is very good, but how not found many plugins, i can write my custom plugins, but i dont find none reference, sdk or another "material" about this.

Some idea, website or material to tell me ???

I search in QERadiant before post this question.
In official Radiant site none material/document about this.
More suggestions ?

I found a standard plugin sample to download:
