When you play basebuilder online, you are playing a a server. To put it in noob words, a server is just a computer that "hosts" the game people join. It does not play in the game with you, and most likly nothing else happens on that computer (server) then mohaa hosting. Then, so that people joining the computer (server) can control it from their own computer, a "password" is set known as a "rcon password". Using this password you can type commands into your computer, while in game, that tells the server that your on what to do. E.g. if i joined my own server and typed in "rcon zero map obj/obj_team2" this would tell my server to change the map to V2. Its all very confusing at first untill you pick up the basics. But after typing all this, you probably wouldn't want to be hosting a dedicated server from your own machine. People most likly won't join and when they do they'll leave due to the lag. and btw, you wont lag because its your own server.
And an answer to your other question, ticking the gamespy option makes your server show up in gamespy.
