Anyone know of a download that would be server sided that would force players who didn't have the active map to download it?

Just recently I turned on allow downloads. Took about three servers worth of junk before I couldn't play the game anymore. Un-installed and re-installed, set everything back up, and stopped the allow downloads crap. There's always somebody putting something out there to hurt somebody else's machine.

Sorry about that.......I meant an application for MOHAA that forced a map download.

Yes, lol I knew what you meant. There is not one. If you want that feature you'll probably have to play a different game.
