umm i belive the command you type in console to get a map to change is,

rcon map obj/citylimits

i think im not to sure tho ,

heres a simple tut on pk3 creation /t.php?id=19

if you still don't get it just download a pk3 of the same style, ie-freeforall,obj etc and open it with pakscape and copy it.
