I've used loads of different WYSIWYG's in the past for making websites, but now I use... Notepad. FrontPage does really bad code, but in notepad plus a browser preview is the way I work. I have recently finished a large websites with thems and forms and even chat (I learnt PHP for that) but I built it using Notepad!

And about frames, well frames r good for somethings, but only use them where neccesery. Otherwise your site can become a mockery.
