It is probably a ladder or railing. The rungs of a ladder should not be a wide as the rails. Or, you can cut the rails into smaller lenghts. Same with balcony rails.

The brush errors at the top are caused by using more than one texture with nodraw. Nodraw texture works great for brushes that have a see-through texture on one or more sides, but you can't use a third texture on the same brush. This is a common mistake when texturing grates. It looks much better if you frame the grate brushes with non see-through texture brushes, and then use nodrawn on all the sides of the grate brush, but one.
