It looks like they changed the fabric, that sort of flare isnt possible sice light comes and goes naturally in circles 
either that or they fakes it and put lights behind it.

im pretty sure that flag is photoshopped, or rigged. Look above the flag, you can see the suns radiating light in the form of a circle, why is it not penetrating the flag in the same shape?
Note the stars, a different fabric (duH), now if the sun were to actually cast its light in a cross formation like it seems to be doing, it wouldn't penetrate the stars, thus leaving an imprint or darker (still visible!) star overlapping the light.... but the picture shows the sunflare infront of the stars (see how they are .. half-gone?)
Also note how the vertical sunflare part of the cross extends to nearly the base of the flag....

Someone should custom make some flags that have thinner fabric in such a pattern to achieve that effect anytime the sun hits it...
