Does anyone know where I cann get the program to make pk3 files with and where I can get a decompiler program.Thanks all

You can open and create .pk3 files using WinZip. There's a tutorial on this site explaining how to.

You can 'decompile' maps with MohaaTools which you can get from this site as well. Don't expect a very good end result though.

Or use pakscape. That's very easy.
