Too many looping sounds...lag spikes and crashes

I have some friends who have a server that is having problems with lag and crashes. One thing for sure is that when the lag hits, people see the line "Too many looping sounds" flooding the console. No sounds have been added to the maps, but someone did modify the weapons, and made a weapons mod and a soundpack for the weapons. I've checked all the modded weapons and they seem fine. These line appear in qconsole a lot...

ClientGameCommandManager::LoopSound
Is this the cause of the lag spikes and crashes? Any ideas? Info?
