I've seen a show on Discovery once in which they basically proved these first lights were actually flares dropped by National Guard jets. They analyzed the light spectrum and compared a video of the lights with a video shot at the exact same location and proved the lights were disappearing behind the mountain skyline. Moreover, National Guard admitted to have been exercising there that day.

An official from Luke Air Force Base stated that they did not have any aircraft in the sky Monday night and that the lights were not part of any Air Force activities.
