Is possible to make new .dll file with new script/game cmds?

You would most likely need the source code for that and a lot of experience and skill in C++, plus you'd need to hack the .exe file because it won't load any new .dll files.
The source for AA & SH & BT is still unavailable.

It is possible to some extent, but you need quite a lot of knowledge and experience in C and C++.
