Bots Filling Up

When I join the game which I am hosting on my server. The bots fill up the remaining slots on both teams. I am trying to get say 10 bots on axis side but when I kick the ones on allies they keep coming back. I had I think SOR's menu and took it off and used jvbot commands but it still happens. I am have jvbot1 and the update1 both in my main and on the server. Last time I messed with bots was when Opscenter came out. So I am a boon again.

The bot manual is a good start. Google up "freebrief", Jv's website, it's there.

Thats where I looked up the commands at. It almost like it takes the commands and as soon as I restart it goes back to default. If I kick them after I restart they still try to rejoin.
