Seeing a skin without having it

You see in Half life that many people have avatars that they paint on the walls. Many avatars are custom made and many people dont have those custom made avatars. Then how come i can see it while I never DL that spray paint skin?

and is it possible to do it so that the skins in MOH are able to be seen by Different people. When those people dont have the skin?
Why does MOH use TGA why not JPG? JPG has almost no difference when you look at both pics but TGA is like a meg for one pic. And JPG is like 20 24 bytes.

A great many of the textures in MOHAA and Spearhead are jpegs. Targa files are used when special effects are needed such as transparency. Jpegs can not have transparent sections.
