What version of Photoshop do you have. Version 6 is much better at alpha channels in tga files than version 7.
In version 6:
1. Make sure "Channels" is shown under the windows menu, by default it will be placed besides layers in one of the floating windows.
2. In the "Channels" you will see four rows. (RGB, Red, Green, Blue). Click the "add new Channel" button. It look like a "new page" icon. You will get a new line called "Alpha 1" and your picture will go completely black.
3. Select the white color in the swatch and draw in the Alpha channel. Where you paint white, the original picture will be shown in the game.
4. Save as TGA, using alpha channels and 32 bits.
Hope this helps. No pictures but it is not that hard.

I took the tute down as I needed the webspace, I will put it back up there, hope it helps, the basic theory works in photoshop 6 and 7, 6 is preferable though you can download a patch from adobe that makes 7 control tga's the same as 6.
On the tute you will notice that the scope is a complete circle, in reality as you should notice when you open the original scope images, you only need a 90 degree piece of scope. For the allies save out 1 image, then for axis rotate the whole image 90 clockwise for KAR TOP then another 90 for KAR Bottom, simple
Heres the tute again
