weapon scripting

Sorry for the lame question but I'm curious how weapon accuracy is coded. From what I gather dmbulletspread is the main culprit. Can someone help me out and explain how dmbulletspread works w/ examples?

This is what g_allclasses says about it:

dmbulletspread( Float bulletSpreadX, Float bulletSpreadY, [ Float bulletSpreadXmax ], [ Float bulletSpreadYmax ] )

Set the min & optional max spread of the bullet in the x and y axis
