Friendly fire mod question.

I am looking to include a friendly fire mod with any maps I may put out, but I hate tk's out of control. I have been wondering if these ideas exist allready or can even be done before I set out to try.
I want to kick the offending player to spectate mode upon a TK.
Be nice if the mod would have a time before rejoin. Like a penalty box. And ultimately yellow and red card penalties. Yellow being a simple kicking of the player and a Red card being a ban of the offending IP. Basically I want to use fouls in game to help control team killing. Maby even using forced weapons downgrades every TK until a player runs around with an empy handgun.
Also, how about a mod that makes the fixed mg's run out of ammo. And a script that only alows so many of each weapon in a game. It could make for a forced weapons spread. Like say the first people on the sever can choose whatever they want. Then the next guys can choose from whats left until only rifles are available. OR, How bout a mod that rotates gun types each game? OR the more kills you make the lesser the gun you get, this could include ammo counts as well.
I know this is a lot to think about but I have no idea if this has been done or can be???
