How can i create a command

I want to make a command in mohaa like

adminsay <client id> <message>

Can someone please help me i can't find it anywhere

there are already commands in mohaa to send private messages to players. only admins can realistically use them though cos they are the only ones who can find out client numbers..

these are some of the commands in mohaa, dunno why theres so many :

wisper <clientnum>
sayprivate <clientnum>
messagemode_private <clientnum>
sayone <clientnum>

not sure if there any differences between those commands but just give them a try
