Limit No Of Players With A Certain Weapon?

I've searched everywhere but couldn't find anything

Is there anyway, from server side to limit the number of players that can use a certain weapon

We are looking at using the flame thrower mod again, but due to the lag created, would like to limit the amount of players that can have the flamer. I searched these forums, only to find an unanswered post from about 2 years ago :s
