absolutely untrue, unless your rounding off to the nearest second. People have vastly different reaction times, Vastly different hand eye coordination, lots of differences, they are jut not always as noticeable.
We run an omaha Rfiles(Stock) only server. Over the last year or so Ive had plenty of opportunity to see how people react. There is no way it falls on ping. Dont get me wrong, ping matters(Our server moved to TEXAS! so now I barely play it.), but in end it comes down to much more then that.
Server Responsivity(ping -etc)
Evasiveness
Anticipation
Trigger Reflex
If the only thing determining who wins is who sees the other first, you either play with alot of aimhacks(well at distance) or are not evasive. Half of MOH is NOT getting shot. WHen two people see each other, it is not a given that they will both shot and hit eachother(unless of course you play lame realism!!! lol). If a player is moving in a manner that makes his actions harder to predict, he will get shot far less often.
Anticipation is the counter to evasiveness. This is what aiming is really about. Not aiming where the person is. No one who is any good stands still, you have to aim where they will be in .20 seconds or whatever. If you use the best weapon ever (-the mauser-) anticipation also involves alot of predicting where people will be and how they will react, because you cant simply get lucky and kill alot of smg guys unless you are better prepared then they are.
Trigger reflex is the reaction time, and every tenth of a second does matter. Like stated, this is one of the areas that ping naturaly decreases. Then again, so does poor computer performance. But ping also effects your aim, because even though your leadign someoen nice, and you anticipate well, you can still miss because of the delay you have.

Server perfomance(along with computer performance) are very important, to get an edge, but everyone is certainly not equal aside from this. These other factors matter as much(When the opponents are near equal), or usualy more(when oponents arent near equal)
Believe me, on our server, (clanselite texas server) and with whatever wier stuff is going on with this computer, I never ever feel im at prime. Lots of those stupid misfires, lots of shooting straight through people, lots of stuff as a result of server and this computer, but I can still average 2 kills per minute with my mauser or more. Course it doesnt happen as regularly as before, and it is frustrating as hell, but if the only thing that matters is reaction time, you gotta stop playing noob servers =)
Noob Server = (Any server with Shotguns or up=close realism maps.)
I realize this includes, many if not most servers, but of course, these servers are APPEALING to noobs for traffic
