Just make a thin brush and apply that torn drape to it, it's a masked texture.
O, Do it like u would a railing, aplly no draw to 5 sides and the drape to only one side.

Can't remember but I had some probs with it......If that doesnt work just apply the drape to the whole brush.
Too find that texture just type in MASKED in the search field.

Can you not check the non-solid flag on the curtain textured face in the suface inspector ?
Never tried it myself, does the non solid flag work ?
But also I'm sure the curtains in Stalingrad wave in the wind, there must be more to it than just texturing that one face ?

Try this tutorial:

And ask again if there is anything you do not understand.

For the curtians, Make one or two brushes the size you want and then texture them with common/nodraw. Then select one, or two, outside face by holding down Ctrl and Shift and click with the left mouse button. Then apply the curtian texture and hit keys Ctrl F to make the texture "Fit the face".
To make it non-solid, select one, or both, brushes and hit key N. That will bring up the entity window. Find "Script_object on the list and double click it. Also put a check mark in NOT SOLID. Hit Key N again to close the window.

as for windows this tut is quite adequate, but do go to the Rjuken Project Wiki, it can be helpful...
(func_window, fit to face, spacebar, ungroup brush, script_object, konnect window to object, place where desired, make sure rotation is corrent)

You can also make brushes a func_runthrough if you wish to run through them.
