It is "Mod Developer's Kit", at least that is what the index page of the tutorial html files says.

Narayan from TKO has done some nice work on GUI's in Milkshape to get your model ready for PA. We just lack some documentation he said he is working on atm.
With the tools even I could get a model in game, from what we saw at Mod Day, and thats saying a lot...lol.
