hardware worries

i've gutted an older computer to salvage parts for my current one. it was ancient, but it never hurts to have more HDD and another disk drive.
i'm not a hardware noob, but i'm no expert either, i have 2 IDE wires, a 4-pronged slaver wire (i think that's what it's called), and one open spot for another data strip. i've used the data strip and one IDE wire, the CD/DVD-ROM works like a charm, if a bit loudly.
i put a slaver wire and an IDE cord into the HDD, and to not much surprise, it doesnt work. it wont come up, do i need to upgrade my mobo (which i might want to do anyway) so it has more data strip slots, or can i somehow use what i have to hack together 2 HDDs, and 2 CD drives?
